Update! Microsoft has officially said heres how to fix it.

After talking with microsoft the past two weeks we have confirmed the following fix that will allow new users to sign into the computers.

1. Open regedit as administrator and go to HKLM\Software\Microsoft\Windows NT\current version\Profile list\ and delete the user profile of the user that is having an issue . If no other person has tried to sign in after the ugprade to 1703 besides the main user then this step isnt necessary.

2. Go to C:\users\ and rename the default profile to default.old

3. Go to the install share and find the folder "default user profile windows10 1703". Inside there is a zip containing a default user profile from a working windows 10 1703 computer given to us from microsoft. Unzip the contents into c:\users\

4. Reboot Computer - Issue is resolved

The reason this is happening is because the default user profile becomes corrupted during the upgrade process from 1607 to 1703. Microsoft has acknowledged to me multiple times that other companies are also affected by this and they are working on a solution to roll out to everyone.
