This initially came to light when CDA's 2008 R2 server was a few minutes off and was rolling out to domain members
Apparently there is no tab for this... Once ANY Windows computer (including a server) joins a domain, the Internet Time function is removed - including the AD PDC that is providing time to the entire domain

From an elevated command prompt, run these commands:
w32tm /config /manualpeerlist:0.pool.ntp.org /syncfromflags:manual /reliable:yes /update

Old command list:
w32tm /config /syncfromflags:MANUAL /manualpeerlist:time.nist.gov
w32tm /config /update
w32tm /resync

Don't think this is necessary...
net stop w32time && net start w32time

Obviously, any time server can be specified, it doesn't have to be time.nist.gov. Default time server for workstations is time.windows.com
