Install normally from inside windows (or safe mode)
When you get to the license agreement, hit <CTRL>+<ESC>
Arrow up and run NOTEPAD.EXE
The installation creates a directory on the root of C: called WININST.004 or something like that. Inside it, use notepad to edit SETUPPP.INI
Find the area [DATA] and insert a blank line under it
On the blank line, type OEMUP=1
Save it, close it, and continue the installation normally.
You should only have to do this once and it remembers somehow.
